Dr. Adnan Rafiq serves as Member Governance, Innovation and Reforms at the Planning Commission of Pakistan. His role involves planning and formulating governance reforms and innovation in the Government of Pakistan, collaborating with relevant ministries and organizations. Joining the Planning Commission in October 2022, he brings a nearly two-decade career in public policy design and implementation, focusing on governance, social sector development, and security.

Previously, Dr. Rafiq led the technical team formulating the National Internal Security Policy (2018-2022) as a consultant at the Ministry of Interior, Government of Pakistan. He also served as the Country Director of the United States Institute of Peace (USIP) in Pakistan, supporting development initiatives for social cohesion and state institutions' capacity building.

With a PhD in Politics from the University of Oxford and an MPhil in Innovation, Strategy & Organizations from the University of Cambridge, Dr. Rafiq is a published author and frequently contributes to leading national newspapers and development organizations.
